This is an order to stop "illegal" sacrifice and transport of animals intended to be sacrificed on the Muslim holiday of Eid al-Fitr (literally, the "Feast of the Sacrifice") on the purported basis of enforcement of animal welfare laws.

This is an order addressed to top civil (Divisional Commissioner) and police (Inspector General Police) less than a week before the Muslim holiday of Eid al-Adha (literally, the "Feast of the Sacrifice') which commemorates Abraham's sacrifice of an animal in lieu of his son. The order references the a letter from the Government of India's Animal Welfare Board of Inida, Ministry of Fisheries, Animal Husbandry & Dairying dated June 25, 2021. The main text of the order is as follows:
"In this regard large numbers of sacrificial animals are likely to be slaughtered in the UT of J&K during Bakra Eid festival scheduled from 21-23 July, 2021 & the Animal Welfare Board of India, in view of animal welfare has requested implementation of all precautionary measures to strictly implement the Animal Welfare Laws...In view of the above, I am directed to request you to take all preventive measures as per the provisions of acts & rules referred above for implementation of the animal welfare laws, to stop illegal killing of animals & to take stringent action against the offenders for violating animal welfare laws."
This order was broadly understood in IAJK as an act of anti-Muslim religious discrimination that was intended to increase the subjugation of Muslims in IAJK, both to further disempower that population and to further empower supporters of Hindutva. Government authorities claimed that the order was not intended to ban ritual sacrifice.
